Obviously, best value will always dictate how to purchase material. Every company will find--and buy from-the supplier who gives them the best combination of price and service/quality. The competitive nature of the marketplace will, ultimately, dictate who gets the business.
We do not want life to get too complicated for investors, designers, installers of renewables. Nor do we want pricing to get driven up needlessly. Picking suppliers--and the best technology to use--should be pretty straight forward. We know there are important environmental and economic benefits from building offshore wind. We've seen it in many places. Burdening companies with unnecessary regulations, taxes, levies is always a bad decision, and is more so here.
